A software application for hotlines who wish to receive, store and process reports from the public on their website in a safe and secure environment. INHOPE has created Report Box so that you don’t have to create this yourself.

Report Box is used to deal with CSAM online. Providing your organisation with the ability to host report form on your website and process these reports.

• Report Box is managed and run by an organisation that is in the process of becoming a hotline (see www.inhope.org/hotlinedevelopmentguide)

• Members of the public who come across online child sexual abuse material (CSAM) submit the URL of the suspected CSAM to the hotline in their country which will use Report Box to record and safely & securely store the information concerning all their reports.

First of all your organisation wants to join the movement to create an internet free of CSAM, keep children safer and cut supply of online CSAM so that demand decreases too. A variety of organisations can use Report Box: Non-governmental Organisations, Regulatory Authority, ISP Association, trade bodies, and more.

General Requirements include a basic technical framework (a website where people can report CSAM in your country and an email address) and knowledge on how to run a website. You need an existing website to install the Report Box form-script. If you do not have a website you cannot use Report Box.

2. Your organisation should have the intention to start a reporting hotline as part of the INHOPE network.

A hotline enables the public to anonymously report online material they suspect may be illegal. A hotline analyst will investigate the report and if confirmed illegal, they act to have the content removed from the internet as rapidly as possible.

A hotline can be established in an NGO, a Regulatory Authority or other government department, your national ISP Association, or a trade body. Through roundtable meetings which we will help coordinate and organise online or in-person, you will deepen partnerships you already have in your country. You will also need to sign a Memorandum of Understanding with your police and ensure that they are in full agreement with the work of the hotline and specifically the analysts. If they do not want the hotline to view material there are other options to discuss but the starting point is to ensure the police understand the work of the hotline and analysts and that analysts do not do police work and are not investigators.

To access your received reports on your public page you will need to login onto the system with a username, pasword and SSLcertificate (will all be provided by INHOPE).

The forms are stored in a secure online cloud environment maintained by ZiuZ.

Report Box is free to use for organisations that meet the INHOPE criteria in planning to become part of the INHOPE network.

The economic right to license ICCAM and ReportBox reside at INHOPE. The target group for these applications is very specific and it is INHOPE’s firm intention to put ESCAPE (ICCAM and ReportBox) in the hands of as many hotlines as possible, this way creating a worldwide eco-system to fight online CSAM.

The creation of the report form and installing it on your website can be done in a few hours.

Reports that come through Report Box are stored in a private cloud solution maintained by ZiuZ. Every form has it’s own database.

The data is owned by the organisation itself.

INHOPE will train you in using Report Box (a 2-hour training will be provided as well as a manual and training videos will also be made available). After your training, we will provide a technical helpdesk that can answer your questions.

For potential hotlines, you will also be supported in setting up collaboration agreements or memoranda of understanding with important stakeholders and implementing the INHOPE quality standards.

Once hotlines are up and running, they will be guided through the INHOPE Membership application process with ongoing support, training and capacity building.

Report Box can be managed by one person. However, we recommend that you have a backup.
